THE WORLD
The year is 2281. The world is still reeling in the aftermath of the nuclear holocaust that was the Great War--the event that left America a scarred, barren Wasteland. Radiation has birthed horrors in the ruins: giant scorpions, fire ants that literally breathe fire, and horribly disfigured humans called ghouls. Other, far worse abominations exist thanks to the Forced Evolutionary Virus, such as super mutants and centaurs (you really, really don't want to know).
And yet humanity still exists. Some people were lucky enough to get a spot in one of the Vaults: special bunkers stocked for the continued existence of humanity. Others weren't so lucky, and their descendants have had to eke out a harsh living on the surface. Much of humanity has split into varying tribes and factions, all vying for resources and manpower.
Clean water is a rare and precious commodity. Food is typically either something boxed or canned scavenged from ruins, or some kind of vermin roasted on a stick. Cows (brahmin) have two heads. ALL of them. (The rare one-headed brahmin is considered a mutant.) Trappers hunt and skin giant geckos for their hides. Cars are those big, busted metal things that dot the landscape. Books are almost always burned or ruined in some way. Bandits are a real concern whilst travelling.
The technology of Fallout is retro-futuristic--take the World of Tomorrow vision of 1950s America, add in a dash of genuinely badass tech, and there you are.
MATTHIAS
Matthias is six feet of blond, gun-toting, slightly neurotic, amnesiac science nerd charm.
He's also a Courier--or at least he was--for the Mojave Express. A few months ago, Matt was bound and gagged, shot in the head (twice!) and left for dead, buried in a shallow grave. Except he's a tough sonofabitch to kill, so he just woke up a while later with a raging case of amnesia and a grudge. He asked questions of the people nearby, gradually learning bits of information about the asshole who'd shot him and why he'd been shot. Turns out he'd been carrying a Platinum Chip, which wasn't really a chip at all but a storage device like a disc, and he'd been shot to gain access to this device. Benny, the guy who'd shot him, was trying to take over New Vegas with the information on the Platinum Chip.
Except now Benny's dead and Matt has both the chip and Benny's snazzy suit.
Matthias is a sniper, a science nerd, a repair whiz, and something of a smooth talker. He doesn't remember much else about himself, except he has the sneaking suspicion that he wasn't one of the Good Guys back before losing his memory. Now he's determined to be a Good Guy, and will go out of his way to help people to this end.
Oh, and that thin red scar that goes through his forehead and around his head, kinda like Frankenstein's monster? Yeah that's where his brain was removed. He's also got a scar on his chest and all down the length of his back where his heart and spine were removed. But don't worry, he has mechanical replacements! See on top of everything else he's a cyborg too.
(Well technically he doesn't have a replacement brain, he just has Tesla coils inside his skull that communicate with his brain. Because SCIENCE!)
